Some software packages such as ZoomText offer options for color replacement (although ZoomText only offer one at a time) without using any magnification.  If the scanned images are primarily two color these could likely be changed through this method.

Thanks Greg, that's what I thought.  Don, I think that is the explanation for your customer's problem.  The people offering suggestions about changing settings don't realize how crude are the PDFs that Federal employees encounter!
