"Talking web browser"

Hello all,

I have been having problems with my very old browser and am thinking about 
switching to a "new one". I am totally off the web until I can get it fixed or 
install a new one.  I have windows 3.1, if that is a factor.  There were some 
notices on the list recently about some new web browsers. It must be able to 
"talk to me".  Anyone have any good advice and suggestions??
