Let's turn this around. Does the interface reduce functional barriers? If so, How? If I needed to start at the beginning, I'd look for information on how to reduce functional barriers. With those in hand, I'd take a look at the interface to see if it was in fact barrier reducing or elininating. Much of this should be common sense but we'll wave that for now.
