The need for reorienting should be obvious.  Much of the work does not
show up in any litterature I know of.  There are smatterings of it not
directly related to voting and such but that can be applied.  In all the
accessibility guidelines it is discussed.  Look for instance at the
offerings of

or the section 508 requirements and you will see some attention to
re-orientation although it may not be dubbed as such.

I did look into the rehabilitation/blind literature and didn't find much
on analyzing functionality for write-in activity for voting and not much
on design and usability testing of non-keyboard text entry which
supported sufficient functionality.  Most of what I found was pretty
primitive and reflected the need for more research.  For example, I
don't recall very much on addressing the need for re-orienting.  If you
have references, that would be helpful.
