I think there are certain assumptions inherent in the message that are not being stated. Punch card systems, systems in which one takes a pencil and draws a line from the office to the candidate, and those employing scanning technology where ovals are filled in like a standardized test can be administered at any level. the user can sit at a table and complete the ballot or hold it in his lap.
