These two statements are contradictory. ATM's can be used independently by the blind if a speech card is dropped into the machine so that blind persons can have the display monitor read to them. Also, the blind persons in California were advocating for talking atm's. they were doing it through attorneys who were ready to go to federal court if necessary where the issue would be advocated in a formal context. They weren't whining, they were taking action. kelly
